Elsa Debargue
Elsa is a second-year Master’s student in International Affairs at the George Washington University, specializing in International Security. Her work is centered around the intersection of emerging technologies, cyber policy, and global security cooperation. Elsa has previously held internships with the Observer Research Foundation, America’s Cyberspace Cooperation Initiative, and the International Forum for Democratic Studies at the National Endowment for Democracy. Through these roles, she has contributed to research, policy analysis, and multilateral engagement on topics ranging from digital authoritarianism to cyber diplomacy.
She brings strong technical and research skills, including open-source analysis and multilingual abilities in French, Spanish, and Russian. Her regional interests include transatlantic security, the Indo-Pacific, and Eastern Europe, with a focus on cyber strategy, democratic resilience, and digital governance.
